"Kumlien's" Gull, Larus glaucoides kumlieni

Probable 3rd Calendar Year, March 2003

 Tidal Basin, Washington D.C., USA

The extensive pink on the base made me think that this was probably a bird in its 3rd Calendar Year.  However, a 2nd Calendar Year bird with an advanced bill pattern can't be ruled out.
